   Joe Cassamassi, a meteorologist and SCAQMD's planning and rules manager, confirms that smog conditions have improved.But the link between ethanol and air quality remains foggy.
   
   Cassamassi says a mixing of ethanol and MTBE additives in the region's fuels led to an upturn in smog levels in 2002 and 2003.
   
   Levels fell off in 2004, he says, due in part to the full ban on MTBE, but also to boisterous winter season storms that dropped 36 inches of rain on Los Angeles.
   
   "There are a lot of factors, but the weather has a tendency to put its thumbprint on year-to-year air quality variations," Cassamassi said.
