    "We're going to review cases, map information, look at outside health risks and record patterns of cancer rates in specific areas," said Theresa Cassidy, chief of the community assessment unit of the Bureau of Environmental Health Assessment."I don't know what we're going to find, it's hard to say if there's a problem there or not yet."

    Cassidy said the areas that will be studied are all of Southampton, Southeast Easthampton, East Holyoke and Northwest Westfield.The investigation is expected to be finished in 2003.

    Unsafe levels

    The U.S. Environmental Protection Agency says that five parts TCE per billion parts water is a safe level in the supply.

    DEP officials, which first launched an investigation in 1994 after TCE was found in two Easthampton's public wells, noted that levels have been detected at much higher rates in Southampton.For instance, land near a private well on Freyer Road home was found to have 67 parts TCE per billion.

    But the Massachusetts Department of Public Health has concluded that ''there does not appear to be an atypical pattern of cancer incidence in this area of Woburn , '' according to an Aug. 27 letter to the parties in the case from Theresa A. Cassidy , chief of the community assessment unit at the Bureau of Environmental Health.

    The report did little to quell the anger of the activists who have , in some cases , spent years building a case that Winning Farm created a public health risk.

    But one environmental health specialist said he puts little faith in such studies. ''State health agencies have a tendency to try to make these problems go away , '' said David Ozonoff , chairman of the Department of Environmental Health at Boston University. ''It's easier to do that because it's very hard to see what's really going on.''.

    The state's report pointed out that one of every three Americans will develop cancer in his or her lifetime. ''Because there are so many types , people will think of it as one disease.But it's not.It's many diseases.It isn't necessarily uncommon to see many cases in one neighborhood , '' Cassidy said.

    Theresa Cassidy, chief of the Community Assessment Unit at the DPH, said this part of the investigation could take from three months to a year, depending upon what data surfaces.

    Cassidy said the DPH would research any health-related issues, if requested, but added that early data can determine the extent of the research.The project, the first of its kind in the Ponds area, already requires an in-depth investigation, she said.

    The DPH initiated the project a year ago by collecting data from town officials and the state Department of Environmental Protection, which discovered the contamination following an extensive study.

    In December 2000 the DEP said that General Electric Co. and Southampton Sanitary Engineering were responsible for TCE-contamination of water supplies in Southampton, Easthampton and Holyoke.

    According to the DEP report, TCE leaked into the groundwater from two properties in West Holyoke of former GE employees and from a site once operated on Pequot Road by Southampton Sanitary Engineering, a hazardous waste recycling firm that closed as of Jan. 1.

    "Bladder cancer is significantly elevated among males in Southampton and Westfield," said Theresa A. Cassidy, chief of the community assessment unit of the Bureau of Environmental Health Assessment of the state Department of Public Health.

    Cassidy's unit is several months into a study to see if the higher incidence of male bladder cancer can be linked to environmental sources or to particular neighborhoods.The study should be completed sometime in 2003, Cassidy said.

    "Part of the big concern is that a number of folks in these areas have private water drinking wells," Cassidy said.

    Trichlorethylene contamination of groundwater in the Barnes Aquifer could be a factor, Cassidy said.

    The Barnes Aquifer provides water for Westfield, Southampton, Easthampton and Holyoke.

    As for the municipal water supplies, because of the groundwater contamination, Easthampton built a $2 million water treatment plant and Southampton voters in 1999 approved borrowing $998,000 to complete a 10.5-mile extension of the town's water system to serve households in the Pequot Pond area whose well water was contaminated.

    Westfield's wells have not been touched by the underground flume of contamination.

    TCE is a suspected carcinogen and is believed to be associated with six different kinds of cancers, including bladder cancer, Cassidy said.

    Bladder cancer rates for Easthampton and Holyoke are below state average, Cassidy said.

    Bladder cancer is more frequently diagnosed in men than women, Cassidy said.

    The investigation was prompted by a request from the Southampton Board of Health in response to concerns voiced by residents, some of whom have used private wells for years.

    The primary geographical area involved is the so-called Ponds area, around Pequot Pond and this city's borders with Southampton and Holyoke.

    TCE is a solvent widely used as an industrial degreaser.

    After more than six years, interviews with 1,387 people who grew up in Ashland from 1965 to 1985, and a fistful of funding fights, the Ashland Health Study is expected to be made public in December, Cassidy said yesterday.
