According to the Edmonton Sun, Dave Cassels was offered the job by the city's police commissioner but the position wasn't approved by city council. The offer sheet was rescinded and Cassels was told he wasn't going to be considered for the role even though he had already begun working on some duties. Cassels was Winnipeg's police chief from 1996 to 1998 and was former Edmonton deputy chief. He was working for the City of Kelowna for the past two years as manager of Kelowna RCMP's non-police resources. Cassels was due to replace former Edmonton chief Fred Rayner, who beat out Cassels for the job a year earlier but was fired this month for his handling of a scandalous drunk driving investigation.
