With the percentage contract , Waste Management lawyer Frank Cassass said the county gets more money as the company takes in more waste each year. He said Storey County's $350 , 000 share this year is twice as much as it got in 1992.
In addition , Cassass said Waste Management has signed long-term agreements with the 17 different communities it serves , including Washoe County. Those agreements all include cost-of-living adjustments each year so there are no surprises.

And when the company prepares a new canyon for a landfill in 25 years or so , Cassass said the permit would still be in force. The permit specifies the 1 , 535 acres can be expanded without a new special-use permit. Only an operational plan would need county approval.

But Cassass said the county got a good deal. At the time , he said the company insisted Storey County Commission hire a top-notch corporate lawyer to represent the county. Otherwise , he said the company could have been accused of taking advantage of the small rural county.

Cassass , also a Reno lawyer , said his office had no ties whatsoever with Manoukian's firm. He said the two sides met at least six to 10 times to negotiate the franchise agreement.
All of that was done at arm's length , he said. It went through 10 different drafts..
