    Police Capt. Eddie Cassady agreed.He said the police department's "main concern is public safety," and hunters who do not abide by the rules could be found out quickly.Police would keep a registry of who is allowed to hunt and where.

    "Most of the folks who have expressed interest" in hunting in the city "are responsible hunters who have hunted for years" and want to help control the deer problem, not just shoot deer for sport, Cassady said.

    He said the proposed rules are based on regulations adopted in Virginia localities that already participate in the urban archery season.

    According to Cassady, police decided it would be better for hunting to occur during the morning because most children are in school, not playing outside.

    Shooting arrows toward the ground from tree stands reduces the risk of a person accidentally getting shot, police have said.

    Violating hunting rules most likely would be misdemeanor offenses, Cassady said.

    Martinsville police Capt. Eddie Cassady said that officers "very seldom" see a motorcyclist not wearing one.

    When police do see motorcycle riders without helmets, officers will ticket them, Cassady said.But "we hardly ever see those" citations, he said.

    Cassady, who is a motorcyclist, did not dispute that helmets sometimes may be uncomfortable.Still, "we can find fault with just about anything when we're looking for a cause," he said.

    He added it is important for riders to find helmets that fit properly and comfortably.
