   Introduction to Recognizing Bargaining Unit Work: Every union leader must be alert to make sure bargaining unit work is performed by bargaining unit members. Participants will learn how to distinguish bargaining unit work from non-bargaining unit work and discuss petitions to the State Employee Relations Board to bring work into the bargaining unit. Participants will also discuss how to address bargaining unit work performed by supervisors.

   The year-old policy allows only rare exemptions based on religious beliefs , Carrie M. Cassady , an attorney for the Ohio Civil Service Employees Association , said Friday.
   
   Five male guards at the Indian River , Scioto and Circleville juvenile correctional facilities were suspended briefly because they came to work wearing dreadlocks , the lawsuit says.
   
   Cassady said four cut their dreadlocks rather than lose their jobs , while a fifth has been reinstated and continues to wear his dreadlocks.
   
   The lawsuit , filed last week in U.S. District Court , asks for $2 million in damages , legal expenses and compensation for wages lost during the suspensions. Gov.

   Cassady said the lawsuit is similar to one filed several years ago by Wendell Humphrey , a guard at the Hocking Correctional Facility , an adult prison near Nelsonville.

   Cassady said the OCSEA lawsuit goes beyond Humphrey's because it attacks state policy on religious , cultural , sexual and racial grounds.
