   Chris Cass, AML partner at Deloitte, added that organisations that are new to AML have a tough task and may be facing dilemmas on how to get started.
   
   "Those that haven't been subject to it before, you know are asking ‘where do we start, do we start from the board issuing directions or do we get one person who's done this before or can comply with through the legal counsel?'," he said.

   Cass added that the AML programs and the approach to AML compliance have been tainted in some organisations by their experiences of Financial Services Reform (FSR).
   
   "For any regulatory initiative, there's a whole raft of different ways of looking at it," he said.

   Chris Cass, Deloitte's forensic partner, told MLI he had been telling the banks since 2003 that they had to get systems up and running. He said he probably had "the least sympathy of anybody" that the banks would need three years to set up their systems.
   
   "I'm in no way underestimating the amount of change the banks need to undergo to get their systems right for a risk-based regime," said Cass. "But they can't use the excuse they didn't know , they've known for years what's coming in," he said.
   
   He said the supertanker theory did not count in this instance , that it would take a huge amount of time for the big banks to get their act together.
