Brian Cass (56), who was beaten with baseball bats by militants in February 2001, is one of a small group of people who set up lobby group Victims of Animal Rights Extremism (VARE).
The organisation will provide support for victims, and press the Government to take more robust action against offenders.
Yesterday, Mr Cass, Peterborough MP Helen Clark, and hundreds of victims - including some from Peterborough - attended the launch of the group at the House of Commons. Mr Cass said: "We recognised that there were about 400 victims up and down the country who had been named as targets, and had suffered some form of harassment or intimidation.
"We felt it was time there was an organisation that could represent those people and raise awareness of the extent of the problem."
A mother from Peterborough, who has worked in administration at the scientific laboratories for nearly 20 years, said she had received death threats and anonymous phone calls from campaigners.

Mr Cass said today: "Obviously, an attack like that does prey on your mind, and you always feel a certain caution, particularly when you are alone. That is just one example and there are many other examples of people being completely traumatised by having their homes and private lives violated."
