Cecilia acquired a Bachelor of Arts degree from Tulane University in 1971.She also received the Louisiana Teacher Certification for elementary grades in 1971, and for the educable mentally retarded in 1972.Cecilia received a graduate study in Reading Instruction from Tulane University between the years of 1979 and 1980.Between 1980 and 1981, she received , from Princeton University, a graduate study in Psychology.
From December 1965 to May 1972, Cecilia was a elementary school teacher for Orleans Parish Public Schools.She then became a home instructor for Orleans Public School Board for grades 1 through 12.Through 1975 to 1979, she was a storyteller and a reader and she conducted writer workshops at St. Maria Goretti Kindergarten School.In 1977, she conducted a remedial reading clinic at Forest Park Academy.At Forest Park Academy, she was a first grade and a lead teacher.In August of 1978, Cecilia was a substitute teacher for the multiple handicapped at Banneker Special School in Jefferson Parish.Between 1990 and 1991, she was the editor and writer of the New Orleans Gulf South Booksellers' Association's monthly newsletter.Cecilia is a licensed New Orleans tour guide for children and adults.She was the president of the Gifted and Talented Association of New Orleans.She presently gives lectures and tells stories to schools, organizations, libraries, and conventions.Cecilia is the winner of the 2000 New Orleans Arts Council Mayor's Arts Award.
Cecilia has been a guest speaker for the following organizations: The International Reading Association (The New Orleans Chapter), Delta Kappa Gamma (New Orleans and State conferences), Kappa Kappa Iota (New Orleans and State conferences), Society of Children's Bookwriters and Illustrators (The New Orleans Chapter), William Faulkner Literary Festival, Louisiana State Book Festival in 2002, Writers' Guild of Acadiana, New Orleans Public Library.
