   Eduardo E. Caso has worked for the Mercantile Bank in Brownsville, TX, where he developed and established the Community and Economic Development Division, which in conjunction with local entities was in charge of developing affordable housing programs in the Rio Grande Valley. He has also worked as a counselor for international trade with the Federal Business Development Bank of Canada; deputy commissioner general at the World Fair-EXPO '86 and trade commissioner with the Consulate General of Mexico; deputy director for international promotions with the Fisheries Secretariat of Mexico; and foreign affairs assistant to the Deputy Attorney General of the State of Mexico. Caso is an international relations specialist from the National University of Mexico. He received additional training in management and international business from the British Columbia Institute of Technology. In 1998, Caso obtained his certificate in economic development in San Antonio, TX. In 2000, he obtained a master's in government and business administration from the University of Texas at Brownsville and Texas Southmost College.
