    Ambridge borough Manager Pam Caskie said a superintendent shouldn't necessarily be working alongside the people he is supervising, as Gagliardi suggests.

    "The current foreman is a member of the union, and that restricts his ability to discipline and make other working decisions," Caskie said."As for the superintendent, do I want the highest-paid person on our staff to be cutting grass and digging ditches when he should be supervising?No."

    She said the borough would be looking for a superintendent with supervisory experience and a mix of street management and construction technology skills.She also said the public works department "understands the need" for a superintendent.

    Certainly the state doesn't want to have to design this over again , she said.But I can't get a legit reason out of them why they want 60 feet ...We didn't draw the 40 feet ( figure ) out of the air..

    The figure , she said , is based on safety studies that show the wider a parking lot entrance , the more dangerous it becomes.Narrower entrances mean cars have to enter and leave parking lots in a more orderly fashion.

    So instead, borough officials came up with a "hybrid" plan in which the four paid employees would be on call to fight fires, but would also work for other borough departments during their work shifts, Caskie said.They will take turns being on call at night and on weekends, and their unions have agreed to the plan, she said.
