   Beginning as a technical writer/editor, in more than ten years with the firm, Dr. Caskie has assisted with the preparation of testimony concerning a variety of regulatory issues, including rate of return, revenue requirements, and rate design. He has participated in the analysis of prudence and efficiency standards and has edited testimony and reports dealing with electric, gas, telecommunications, and water utility regulation. Dr. Caskie has served as case manager on numerous proceedings in both telecommunications and electricity. He has assisted with written comments to various clients on the implementation of the Telecommunications Act of 1996.

   Before joining the firm, Dr. Caskie taught for more than 20 years at the University of Michigan, Towson State College, Tallahassee Community College, and Florida State University; he has also worked as a book and magazine editor and was managing editor of Economics Briefing.
