   Kate Caskie, a spokesperson for The Big Issue in Scotland, said it already took seriously complaints of aggressive behaviour among the 200 vendors selling the magazine every week. They are expected to abide by a strict code of conduct which prohibits begging, drug use and intimidating behaviour and on average a vendor loses the right to sell once a month in response to complaints, she said.
   
   "We keep getting told our vendors are a problem but we don't often get specifics. These are people who are trying to claw their way out of misery," she said.
