Joan Cashin - Beaverton Rural Schools superintendent
...
Beaverton schools' free and reduced lunch program made the district eligible, said Beaverton Rural Schools Superintendent Joan Cashin.
The loan is interest free, must be repaid over 15 years and can only be used for maintenance and repairs, she added.
"Right now the general fund money is used to support educational programs," said Cashin."We always say, ‘We'll fix that boiler later or we'll replace those non-heat sufficient windows next year.' Those kind of problems get pushed back."
The school district hired Honeywell, Inc., a performance contractor based in Grand Rapids, to evaluate and analyze energy and operational costs for the buildings.
> "They will present a proposal for improvements, which will lead to energy and operational savings that will repay the loan," Cashin said.
In addition, Honeywell guarantees the energy savings and operational savings, she said.
Utilities, such as electric, gas and water usage, will be addressed in each building and some equipment will be modernized.
The boiler will be replaced in both the middle and elementary schools. All windows in the south end of the middle school will be replaced, while only windows that have lost their seals in the north end will be replaced.

"These are just some examples of the projects," said Cashin.

Cashin said the district is currently working with another QZAB loan, which gave the district new lockers and buses, that is due to be paid off by the end of the year.
"There is money set aside in the general fund to go toward the new QZAB loan," she said, a little over $41,000."The loan will be paid with energy and operational savings and the general fund."
The district has received the money, which was funded by LaSalle Bank.
"It's not the type of loan that local banks get involved in," Cashin said, explaining why a local bank was not involved.
Repairs and upgrades began early last week, and the expected completion date is July 1, 2008.
While renovations are being made to individual classrooms, students will be moved out of their classroom for two days, upgrades will be made and students will return to the room.
"It will be a different kind of situation with ongoing construction," said Cashin.

"We're very excited about the prospect of changing the learning environment to be more well lit and a more comfortable learning environment," said Cashin.
