Henry Cashen II joined Dickstein Shapiro as a partner in 1973, and is a member of the Public Policy & Law Practice.Prior to joining the Firm, Mr. Cashen served on the White House staff as Deputy Counsel to the President and Deputy Assistant to the President for Domestic Affairs.Throughout his many years at Dickstein Shapiro, Mr. Cashen has used his government experience to address problems unique to the federal government, its agencies and departments, the Executive Office of the President, and the United States Congress.He has represented clients before the U.S. Congress and the standing committees of the Senate and House.Mr. Cashen has served as Washington counsel to several trade and professional associations, as well non-profit organizations and international businesses.

Representation of Clients Before Congress and Federal Agencies
Mr. Cashen has consistently represented clients before the Departments of Transportation (aviation and highway matters), Agriculture (food marketing, safety and inspection matters), Treasury (U.S. Customs matters and regulation of government-sponsored enterprises), Interior (Indian gambling and National Park Service matters), Housing and Urban Development (subsidized housing programs and regulation of government-sponsored enterprises), Health and Human Services (healthcare reform and healthcare financing), and, the Department of Justice (all civil divisions).He has formed and participated in major coalitions on a variety of issues, including all federal gambling laws and regulations, food and drug labeling, regulations of government-sponsored agencies, rural healthcare reform, low-cost housing, and the corporate tax consequences that would result from proposed revisions to tax laws.
Representation of Associations
Mr. Cashen has provided counsel to associations including the American Greyhound Track Operators Association, the National Association of Chain Drug Stores, the Investment Company Institute, the International SPA Association, and the Cigar Association of America.In this capacity, he has counseled clients on all issues pertaining to non-profit associations.
Representation of Multinational Business Clients
Additionally, Mr. Cashen has provided counsel on aviation matters on behalf of Middle East Airlines, Kuwait Airways, and Alitalia Airlines.He has represented international clients in establishing franchise operations in the United States for a major Italian retailer.He has represented a Swiss manufacturer in the sale and distribution of food processing equipment to major U.S. food manufacturers and processors, and he has counseled a United States subsidiary (investment banking firm) of the Dresdner Bank of Germany.
PROFESSIONAL BACKGROUND
At Dickinson, Wright, Moon, Van Dusen & Freeman (1964-1969), Mr. Cashen concentrated in general corporate matters.In 1969, he entered federal government service and, as Deputy Counsel to the President (1969-1970), he served as liaison for the White House with the Departments of Transportation, Housing and Urban Development, the U.S. Postal Service Corporation, and the Office of Personnel Management.As Deputy Assistant to the President (1971-1973), he directed the Office of Public Liaison.In 1984, he was appointed by President Reagan to the Board of Directors of the Federal National Mortgage Association and was reappointed by President Bush (1984-1991).
PROFESSIONAL ACTIVITIES
Mr. Cashen is a member of the Administrative Law and Transportation Sections of the American Bar Association.He is a member of the Bar Association of the District of Columbia and the State of Michigan.He is admitted to practice before the U.S. Supreme Court, the U.S. Court of Appeals for the District of Columbia, the U.S. District Court for the District of Columbia, and the courts of the District of Columbia.
COMMUNITY ACTIVITIES
Mr. Cashen served as a member of the Board of Directors of the Episcopal Center for Children (1974-1980) and the Board of Trustees of the Brown University Sports Foundation, Providence, Rhode Island (1986-present).He now serves on the Board of Trustees of the McLean School of Potomac, Maryland (1993-1995), the Board of Trustees of Pomfret School, Pomfret, Connecticut (1992-present), and the Board of Governors of the Metropolitan Club of Washington (1990-1995).
PUBLICATIONS AND SPEAKING ENGAGEMENTS
Mr. Cashen has spoken frequently before trade and professional associations and private corporations on the topics of realistic problem solving in Washington, DC and the workings of the federal system.
EDUCATION
Mr. Cashen is a graduate of Brown University (A.B., Classics, with honors, 1961).He received his legal education at the University of Michigan (J.D., 1963).
