Dick Casey during a change-of-commnd ceremony Monday at Pope Air Force Base.

Col. Winfield W. "Skip" Scott III replaced Brig. Gen. Richard J. Casey as commander of the 43rd Aiflift Wing and Pope Air Force Base in a ceremony inside Hangar 6 on the flightline. Both are 49 years old. A gray C-130 Hercules cargo airplane was parked behind the stage, and a gigantic U.S. flag hung in the rafters overhead.

"As we conduct this ceremony today, Pope people are fighting the war against terrorism and rescuing aid workers," Casey said. "As usual, when the nation calls, men and women from Pope, from the wing and from our magnificent tenant units, are first to respond, and we usually have the most people directly in harm's way."

A C-130 with Pope markings on its tail was in the background in an Associated Press photograph of rescued Christian aid workers when they arrived in Islamabad, Pakistan, on Thursday.

Casey had commanded the wing since June 1999. He will become director of combat support at the Defense Threat Reduction Agency in Washington. The relatively new agency has combined with other organizations defending the United States and its allies, mainly against weapons of mass destruction, Casey said in an earlier interview.

    Dick Casey said.

‘‘At certain times, we don't know when we are going to deploy or how long we are going to be deployed,'' Casey said. ‘‘Knowing that you are leaving your family behind in a supportive community makes it a lot easier.''

Casey is stepping down Monday as commander of the 43rd Airlift Wing and Pope Air Force Base. He is the senior official in the wing that has two squadrons of C-130 Hercules cargo airplane and the base, which provides airlift for Fort Bragg soldiers and cargo.

He first came to Pope in 1975 as a second lieutenant in the 317th Tactical Airlift Squadron.

‘‘We are flying the same airplanes,'' Casey said. ‘‘They were much newer then.''

His successor will be Col. Winfield ‘‘Skip'' Scott, who is inspector general of the Military Airlift Command at Scott Air Force Base, Ill. Scott has been nominated for promotion to brigadier general.

Casey will become director of combat support at the Defense Threat Reduction Agency in Washington.

‘‘It's a relatively new agency that has combined with some other organizations defending the United States and our allies, mainly against weapons of mass destruction,'' Casey said. ‘‘This is new business to me. I have no background in this area. I am looking forward to contributing to a function that has taken on even greater significance.''

Since the Sept. 11 terrorist attacks on the Pentagon and the World Trade Center, Pope, which has been a closed base, tightened its security measures.

Casey declined to say if the airplanes were from Pope.

‘‘Looked like C-130s to me,'' Casey said.

Pope was host for the Air Mobility Command Rodeo during Casey's tenure. The international airdrop competition bought about 80 airplanes and 3,500 people, including competitors, officials, umpires and AMC staff. Eighteen foreign teams participated.

Next year's rodeo will be at McChord Air Force Base, Wash. The event will return to Pope in 2004, probably in May, Casey said.

Pope will hold its next open house in 2003, probably a two-day event with the Thunderbirds, the Air Force aerial demonstration team.

The event will coincide with the Festival of Flight, the 100-year anniversary of the Wright Brothers flight.

‘‘It's obviously going to be a huge event for the local area,'' Casey said. ‘‘We are very involved. I think it's going to be a great opportunity for the local community to get a spotlight on itself one more time.''
