    In particular, he would like to look at the English as a second language (ESOL) program."Large numbers of Hispanics are dropping out of school," Casas said. (Two out of three Hispanics in Georgia dropped out of high school in 1998, according to a recent study by the Manhattan Institute for Policy Research.)
