Carver , 66 , took over as president in 1985.The non-profit company , which operates on state and federal grants , helps lure and launch new businesses in the county.

John R. Clugston was on the search committee that hired Carver to head what was then known as the York County Industrial Development Corp..
    ...
Carver has helped to bring more than 10 , 000 jobs and 456 companies to York County. In 1999 , he helped secure a deal that resulted in the building of a 2 million-square-foot C&S Wholesale Grocers distribution center in Conewago Township.

To be completed late next summer , the warehouse could employ up to 400 workers within three years of its opening.

But Carver has not always found success when it came to a career.

After receiving a master's degree in business administration from University of Michigan , Carver began a career with Ford Motor Co. in 1965.

In 1972 , he co-founded Pathon Foods in Washington , D.C..The food service company operated cafeterias in government-leased buildings and served 8 , 000 people daily.

He left that company in 1977 and worked for five years as the marketing vice president for Nutrition Inc. in Washington. He then worked as vice president of Washington Food Management until the company went bankrupt in 1984.

I've had many careers in my life but I was nervous after the bankruptcy , he said.I mean , who would hire anyone after their company went under?.

Carver said he saw a classified ad for the job as president of the York County Economic Development Corp. in a Baltimore newspaper and applied.

    ...
The York County Economic Development Corp. has not yet chosen a replacement for the position , Carver said.

It will be long process for the search for a replacement , he said.

Carver said he hoped to write a book on economic development and possibly teach a class on the subject.

I would love to teach economic development someplace , he said. It's a subject that does not get enough attention..

High Construction Company--Tax Incremental Financing... - [Cached Version]
Published on: 7/1/2003    Last Visited: 10/7/2009

According to David Carver, executive director of the Harrisburg-based Pennsylvania Economic Development Association, tax incremental financing has been used effectively in up to 30 redevelopment projects in larger cities around the state since its introduction as a funding vehicle in 1996. "I can't think of a project that hasn't been effective in inducing further development," he says.
    ...
Carver says the decision left a "specter" hanging over the TIF approach to development. If tax incremental financing triggers the prevailing wage, he explains, the cost of a project can increase "substantially"-by as much as 20 to 30 percent. And if this is true for tax incremental financing, he adds, it's likely to hold true as well for financing through the PA Business in Our Sites Fund.

The best solution, Carver believes, is legislation to create a "firewall" so the involvement of public money doesn't trigger the application of the prevailing wage for the private-sector investment in a project. He contends this issue "has to be resolved if you're going to use TIFs" in Pennsylvania. Otherwise, he argues, "you're not going to have a lot of development" utilizing the TIF fund and Pennsylvania will wind up being "at a disadvantage" in trying to compete with other states. Carver says legislation is pending but has not yet been introduced.
