Carter, a graduate of George Washington University, joins the firm as a senior civil engineer specializing in public works infrastructure and regulatory issues.Carter worked for Cecil County, Md., for the last eight years overseeing the Department of Public Works and the capital facilities planning department.He will continue to direct municipal engineering projects, assist clients with regulatory issues and support commercial, industrial and residential development projects.He is a registered engineer in six states, including Maryland.
