Carter said that perhaps the money could come out of the Office of Commerce budget, citing that economic development is as much about keeping existing companies afloat as it is about establishing new companies.

She's right: we need to do all we can to keep the businesses we now have.

"Right now, the financial situation of the PSA is not what it was," she said."I don't know that the PSA needs to pay someone to do this (accounting services) anymore."

The proposal to combine the jobs of human resources director and public information officer, held by Tim Hall until he was named deputy county administrator, will cut into the savings achieved by the first proposal, Summerlin said.

It is not known how much, but the salary for the newly created position will have to be increased to recruit someone who can do both jobs, he said.

According to Stovall, county board of supervisors chairman David Davis, supervisor Francis Zehr, PSA board chairman Jim McInerney, PSA board member Mary Rae Carter and county administrator Summerlin also appeared before the grand jury Tuesday.

Mary Rae Carter, now a member of the PSA board of directors, received the severance even though she wasn't a county employee.The county had no obligation to pay her the money.

According to the subpoenaed records, from November 2001 to January 2002, Carter received $5,000 monthly severance payments authorized by Clower.

Carter says there was "absolutely nothing" wrong with the payments.

"I didn't get it from Sid," she said.
