Larry Carter has over thirty years of experience in the juvenile justice field.He currently serves as the Assistant Director of Juvenile Justice Services with oversight of Juvenile Detention and Spring Mountain Youth Camp.He has previously served as Manager at these two facilities.Mr. Carter's previous experience includes Probation Officer, Substance Abuse Counselor, Youth Counselor, group supervisor, Program Coordinator, Chief Juvenile Probation Officer, and Chief of the Nevada Juvenile Justice Programs Office.
Mr. Carter is active nationally with the Coalition for Juvenile Justice where he has served in many capacities.These have included serving two consecutive two-year terms as the National Juvenile Justice Specialist.In this position he represented juvenile justice specialists from all the states and U.S. territories to the Coalition and the Office of Juvenile Justice and Delinquency Prevention (OJJDP).He is a Charter Member of the Coalition's Circle of Leaders.Mr. Carter has also served as a contract consultant to OJJDP on many occasions and as a trainer and in the development of programs and policy.While working for the State of Nevada, Mr. Carter developed several key programs that continue to serve the needs of youth in Nevada's communities.These include Community Corrections Partnership Block Grants, Transitional Community Reintegration Funds, Interscholastic Athletic Substance Abuse Policy and a Blueprint for Gender Specific Training and Services.In 2004, Mr. Carter was appointed by Governor Kenny C. Guinn to serve on the Nevada Juvenile Justice Commission.

Mr. Carter's education includes a Bachelor of Arts in Social Services and Correctional Administration from the University of Nevada, Reno.He has earned a Master of Science in Human Resources Management and Development from Chapman University in Orange, California.
