Carter served as the president of Community College of Aurora from 1986 until his retirement in the fall of 2000.Prior to joining Community College of Aurora, he was president of Morgan Community College for four years.Carter earned a B.S. degree from Fort Hays State University, a master's and Ed.S. degree from Emporia State University and a Ph.D. from Kansas State University.
