  Police Chief A.D. Carroll is back on duty this week after the City Council suspended him for three days without pay in response to a complaint.
  
  Carroll reports directly to the council, which acted Nov. 13 and also voted to review his performance within six months. The decision stemmed from a complaint to the city alleging lax enforcement of city ordinances.
  
  City Administrator Cody Dailey confirmed that Carroll was suspended and is now back on duty.

  Police Chief A.D. Carroll confirmed his department has applied for a grant to replace its three cruisers. Several previously owned vehicles are available from a supplier of law-enforcement vehicles for a confirmed total of $59,623.89. The price will include all the necessary equipment, and the dealer is prepared to swap equipment from the department's current vehicles into its new ones. A lease program with payments of less than $1,200 per month for five years has been proposed, and the department can purchase the vehicles for $1 each at the end of the term.
  
  On the state of the de-partment's current vehicles, Carroll told the council, "I've got a cushion from a kitchen chair on my seat so I don't fall through!" On any given day, he said, at least one of the vehicles is off the road for service.

  Police Chief A.D. Carroll provided an update on the status of grants his department has requested. A recent grant for $15,000 was approved, and reimbursement of $12,875 was received from the governor's office for the purchase of radios.

  Police Chief A.D. Carroll then addressed the council, advising them where he had been for the majority of the week. Carroll had been invited to attend a workshop for police chiefs from across the state. Their goal was to determine what training and knowledge would be required of incoming police chiefs in Texas. Carroll said the experience was both rewarding and informative. He also indicated that he had received information on acquiring new police cruisers, and would soon be checking into that possibility.

  ELMENDORF — Although not in attendance, police Chief A.D. Carroll was the focus of the city council's Nov. 13 meeting. In the end, council members voted 3-2 in favor of suspending Carroll without pay for three days, followed by a six-month probationary period to address issues pertaining to enforcement of city codes.

  Another longtime resident, Ruby Hyatt, was apprehensive that the council was going back to past ways by targeting Carroll.
  
  "He's been here for so many years, why do you want to get rid of him now?" Hyatt said. "I think he's a great asset to the city, and he has helped us a lot," she said. Hyatt voiced concern that Carroll will be another in the long list of police chiefs that the city has "run off." Hyatt also was concerned that Carroll was being targeted for his age.
