Scott Carr: May face penalties in Florida.

Amarillo Airport Manager Scott Carr could face "administrative action" from a Florida agency claiming he and others mishandled a $1.7 million state grant.
Carr is facing an unknown range of penalties by Florida Department of Transportation officials regarding his work as executive director at the Titusville-Cocoa Airport Authority.
FDOT is pursuing the matter even though the Florida Office of Statewide Prosecution has said no criminal action occurred.
FDOT awarded grants to the airport authority for a new terminal project.According to an audit by Florida state officials, Carr authorized three payments totalling $1.7 million to the Haskell Co., claiming the project was at 48 percent completion, but no work had actually been done.
"We've determined that there is enough evidence that the Titusville-Cocoa Airport Authority, Scott Carr and the Haskell Co. submitted false invoices causing the Florida Department of Transportation to pay out grant funds for work not completed," said Dick Kane, a spokesman for FDOT.

Carr is now in charge of the renovation of Rick Husband Amarillo International Airport.
Carr said Friday that he had no comment, except to say that no criminal action occurred.

Carr previously said in December, when FDOT released its audit of the grant spending, that with FDOT's permission he sent deposits to the contractor for construction materials well before they were needed to avoid losing the grant.
Board Chairman Jerry Sansom said Carr's behavior was "inappropriate" but added that Carr was simply trying to get the job done.
