    Carney also managed public infrastructure projects for Councilmember Maienschein, including freeways and street improvements, parks, libraries and public safety facilities.He was recognized for his efforts in managing and resolving issues during the construction of State Route 56 in San Diego, and he received recognition and awards for his hard work, dedication and support of fire survivors who lost homes in Scripps Ranch during the 2003 Cedar Fire.

    Prior to entering public service, Carney gained extensive legal experience in litigation issues such as employment discrimination, product liability, environmental contamination and professional negligence.

    Carney has also volunteered for eleven years with San Diego Teen Court, an innovative and successful non-profit juvenile diversion program where juries of high school students impose binding sentences on first-time juvenile offenders.He is also a trustee of the San Diego Archeological Center.

    Carney earned his Bachelor's degree in Political Science from the University of Virginia, and his law degree from Thomas Jefferson School of Law.He lives in La Jolla.
