    Rick Carlson of Londonderry served in the Army during the Vietnam era and now works for the state police. He wore a USA shirt while attending An American Celebration events with grandsons Andrew, 6, in Red Sox attire, and Jared, 4, in a cowboy hat.

    "My papa was in the Army," Andrew said. "And his papa (pointing to Rick) was in the Navy."

    The boys returned to the area from Germany, where their father is stationed. They had already enjoyed the potato sack races and kites and Andrew won a prize during one of the games.

    Rick Carlson said they have a very patriotic family. He was asked the other day what it means to be a patriot, he said, and he answered "one who serves his country."

    "What (being American) means is to be one of the most blessed people on Earth, because they live in a country where they still believe in God and their rights haven't been infringed upon," Rick said.

    Little Falls City Administrator Richard Carlson said the city usually sees 25-30 homes a year and this year the number doubled.Carlson said one of the reasons for the increase is due to the school referendum passing.

    "This year I've seen the most growth since I've been here and I've been here for 20 years," said Carlson."We usually see steady growth and this year it is happening a lot faster."

    Carlson said the city annexed more than 56 acres into the city to accommodate the growth.He said the housing developments offer a variety of styles, including twin homes.

    Little Falls City Administrator Richard Carlson said the city added 10,000 square feet to the library.The existing library and the addition, which is handicapped accessible, also received a new roof.

    "Basically, the roof leaked," said Carlson."Then the shingles began falling off.We tried to work with the contractors for two years to get it fixed. ...We grew impatient."

    Taxpayers voted to build an addition to the library by approving a $905,000 building referendum in August 1997.The Minnesota Historical Society also approved the work, said Carlson.

    The settlement the city council will vote on would have Hy-Tec Construction in Brainerd, the general contractor, pay Little Falls $10,000 for the damages.

    Carlson said if the settlement is approved and the city council signs the agreement, the city will seek bids to repair the damages.Hy-Tec already has signed the settlement agreement.

    Little Falls City Administrator Richard Carlson said Tuesday that zoning the property a PUD will allow the city to have more input on the project, such as what Wal-Mart can or can't do with its building.

    Little Falls City Administrator Richard Carlson said even though there were 10 departments over budget in the first three months, there also were many departments in the general fund that were under budget.

    The revenues in the general fund in the first three months were $3,483,653 and the expenditures were $3,453,259, which shows a surplus of $30,394.

    Most of the departments that were over budget are part of the general fund.The general fund does not include the library, Linden Hill and the golf course, said Carlson.
