    Capitalizing on new voters can be tricky, said Charles Cappell, a Northern Illinois University professor of sociology who studies demographic trends in the collar counties.

    New residents don't guarantee a shift in party numbers.People tend to move into areas of like mind and socioeconomic status, Cappell said.

    "There's no simple hypothesis out there," Cappell said."It's a complex social reality.I don't think any change is on the immediate horizon, but the evidence shows that the suburbs are becoming more diverse."

    A shift in McHenry County's political topography will lag behind Kane, DuPage and suburban Cook counties, which quickly are becoming more diverse, Cappell said.

    "But maybe this is the tipping point that does bring back the two-party politics," Cappell said.

Cappell, director of the Sociology Quantitative Research Lab at Northern Illinois University in DeKalb, who presented Preserve Campton's case.Proponents also argued that the 2030 plan did not include bids for incorporation by areas like Prestbury, an unincorporated subdivision bordering on Sugar Grove.In January 1999, the Kane County Board found Prestbury's incorporation bid compatible with its 2030 plan, but residents voted the incorporation referendum down later that year.Cappell said Prestbury "wasn't targeted for incorporation, yet the board approved its incorporation."
