Bob Cannan, Specialty's eastern operations director, showed photographs of other land-based restaurants, mostly located in southern California, before the board took its vote. Cannan also said Specialty has put about $150,000 into the Erie economy in rent and jobs.
"Specialty Restaurants is committed to the city of Erie and to the port of Erie," Cannan said before the vote. "Due to unforeseen circumstances, the build-up has taken longer than expected.
"Every time we demolished something on the ship, we opened another can of worms in terms of the cost," he said.
After the board announced its decision, Cannan said he was "obviously disappointed in the determination."
"We'll have to look at other options," he said.
