If Larry Canfield, president of Canfield Business Interiors, had been able to correct mistakes and submit a new proposal after the bids were opened, it would have been unfair because the Sioux Falls company would have known what other companies had bid, Kinsman said.

"Mr. Canfield essentially wanted to do a do-over, and we don't do do-overs," Kinsman said.

The portion contested by Canfield involved a contract awarded to Target of about $650,000.

Canfield said his bid contained six technical deviations from the bid specifications but that his bid would have saved the state $83,000.He said his bids have never been rejected on such technicalities before in 30 years of doing business with the state.

Canfield also argued that he had been told some deviations from specifications would be allowed but the written bid documents set out what would be acceptable, the attorney general said.
