   Frank Candito, a real estate agent with John R. Wood Realtors in Naples, said the war in Iraq has a lot to do with the slowdown. "With the events of these last few months and the anticipation of what was going to happen, the high-end market has slowed considerably."
   
   But, he said, the underlying value of the best properties has stayed relatively strong. "Buyers are holding back because of the uncertainty, not because they don't have the funds or the desire to move here."
   
   When the war is over, he said, the stock market will rally and people will be more in a mood to buy.
