    At the 1980 Cilect Congress, the 45 schools that constituted the membership took upon themselves the responsibility of responding the the discussions regarding media imbalance in the developing world that constituted the background of the "Narobi Declaration," that was the beginning of the New World Information Order debate. CILECT's position was that it had a specific interest and commitment in improving film and television training in the developing world, and that this had been a commitment of the organization since the drafting of its original statutes. The CILECT response was to be based on the definition of the needs, and an attempt to address these needs from the substantial human resources of the CILECT membership.

    Henning Camre of the Danish Film School was given the task of investigating the situation of schools in the developing world and assembled a team at his school that looked into the problems, broadly and deeply. The method was to compile a list of film and television training programs in the developing world. No such list existed. These institutions were sent extremely detailed questionnaires, and 97 responded. The results of the questionnaire analysis were compiled into a volume, Bridging the Gap, which was distributed to the membership at the Sydney Congress, in 1982, and has formed the basis for the work of CILECT in the developing world.

    At Sydney, CILECT endorsed the recommendations in Bridging the Gap, in what has become known as the "Sydney Declaration."
