    Mr. Campos graduated from the U.S. Coast Guard Academy in 1979 with a Bachelor of Science degree in general engineering with an emphasis on economics and management. As a career Coast Guard commissioned officer, he acquired extensive experience in port security vulnerability assessments, physical security management and operations, contingency planning and implementation, drug interdiction and law enforcement, and strategic planning. He has worked extensively with foreign governments, law enforcement agencies, port authorities, and private businesses.

    Mr. Campos has served as the U.S. Coast Guard expert for port security surveys, assessments, and training teams throughout the world, including Colombia, Ecuador, Peru, Brazil, Lebanon, Romania, Uzbekistan, Thailand, Honduras, Barbados, and Mexico. He was the team leader for a specialized maritime safety training team that worked with foreign governments throughout the world. He was also team leader (port security and maritime affairs specialist) for a multifunctional team that worked throughout South America and West Africa. He has coordinated US multi-agency working groups managing anti-drug bilateral riverine operations, and coordinated a combined Department of State and Department of Defense budget working group in Lima, Peru that led to a $156 million budget for the US Embassy Narcotics Affairs Section.

    Mr. Campos headed operations of one of the largest US port environments that included over 2,000 offshore oil rigs, 29,000 miles of gas and petroleum pipelines, over 300 petroleum and chemical transfer facilities, and the only US offshore deepwater oil port, and achieved significant results in improved port security measures and environmental monitoring. He has been a guest speaker and trainer for the Department of Transportation Maritime Administration and a speaker for the Organization of American States, the Maritime Security Council, the American Association of Port Authorities, and numerous US embassies. He has taught courses in seaport security and counter terrorism in numerous ports, as well as taught courses in incident command systems to US and foreign governments. He has extensive travel experience abroad and has worked or traveled in over 53 countries. He speaks fluent Spanish in addition to English.
