   "The man is an outstanding," Del Campo said. "We are so thrilled, everyone is so thrilled, we tried very hard to come up with somebody to come up with something bad to say about this guy, and it's just not there."
   
   Fraisse holds a doctorate in education from the University of Santa Barbara, as well as a Master's in Education from California Lutheran University where he recently helped develop a new doctoral program.
   
   He worked as a teacher from 1974 to 1980 in the Las Virgenes Unified School District, and then worked as an administrator, principal and assistant superintendent of the district from 1980 to 1997.
   
   He then became superintendent of Huemene Elementary School District.
   
   "He's had the Las Virgenes experience, he's had the Hueneme experience, you put them together and you've got the Conejo, we're a combination of the two. We can't wait until July 1 when he officially takes over," Del Campo said.

   Del Campo was appointed by Putnam County Executive Robert Bondi to be his $103,000-a-year second-in-command in April 2003.
