   The former contract holder, Michael Campion of Campion, Barrow and Associates, argued in a federal lawsuit that the change breached his contract and violated his First Amendment rights.
   
   Campion claimed that the city, with which he had had a contract for 15 years to provide the mental evaluations, dumped him after officials learned of his involvement with the Illinois Family Institute, a group "dedicated to upholding and reaffirming marriage, family, life and liberty in Illinois," according to its Web site.
