Joe Campinelli, treasurer for Hancock County Schools, explained last year the district had budgeted $360,000 for gasoline and diesel costs combined, and "luckily, we budgeted that amount almost right down to the penny."

Campinelli said that when the new fiscal year begins on Tuesday, the district will budget $415,000 for fuel costs for the 2008-09 school year.

"I am anticipating, and I don't know this for sure, so it's just speculation, but we may fall between $30,000 and $50,000 short," Campinelli said.

"We use between 90,000 and 100,000 gallons per year," he noted.

Hancock County Schools' Finance Director Joe Campinelli announced the total assessed valuation and projected gross tax collection is up $7 million from last year, and this increase will translate in a slight increase in revenues.

"It does translate into an approximate $56,000 increase for both the excess levy and the current expense levy, but we will only see two percent of the current expense levy," Campinelli explained after the Hancock County Board of Education's first levy meeting."Ninety-eight percent of the current expense levy is sent down state, and we keep two percent of it."

He said the $56,000 increase in the current expense levy probably will mean an extra $2,000 for the school district. The assessed value has increased this year because Ergon conducted some renovations, and they had a $20 million increase in the assessed value of their property.Campinelli also learned Mittal Steel had some property reductions, but he doesn't know the amount, and increased values on residential properties also played a role.

The board closed up the 2006-2007 fiscal year, but Hancock County Finance Director Joe Campinelli said he doesn't want to say the county is in the black until September, and he still has to keep the books open for services performed before June 30.

Campinelli explained this is an on-going concern, and the West Virginia State Legislature is supposed to review the matter in January.

In earlier meetings, some of the board members stated the state shifting the responsibility of retirees' benefits to the local counties will not only place a great burden on the school districts, but also bankrupt them.

During the meeting, the board approved to raise the Cobra premiums.Campinelli explained after the meeting, the school district is required to provide insurance for employees who quit, are fired or retired for 18 months.
