Bill Campbell would love to have us all feel sorry for him, but the experience he relates had more to do with his own inflexibility than with the inflexibility of a State government. Mr. Campbell came to Wyoming under the impression that he could impose his military ideas and defense-department methods on everyone from elected officials to the technical people that keep the place running. When he met with resistance, he made it clear that he considered the resistors to be either idiots or crooks, or else why would they disagree with him? He insulted elected officials, bullied agency heads, threatened vendors, and made a habit of secretly recording telephone calls without the knowledge of the participants. And as for the new Governor, Mr. Campbell claims he "was not so astute." Maybe not, but he was certainly astute enough to recognize a phony. -
