Campbell announces bid for county assessor position
Teresa Campbell of Forrest City announces her candidacy for the office of St. Francis County Assessor, subject to the May 23 Democratic Primary.
Campbell has worked in the property assessment field for nearly 20 years. She began working in the St. Francis County Assessor's office in 1980 as a clerk for the late Rev. Floyd Cowan, assessor, and was promoted to deputy assessor in 1981 and deputy appraiser in 1986 by former Assessor Wayne Courtney. She continued as deputy appraiser under the late Edgar W. Borden Jr., assessor.
Campbell said she has extensive experience in the operation of the office of county assessor. During her tenure in the assessor's office, her duties included assisting taxpayers with personal property assessments, commercial personal property assessments, public utility and common carrier assessments, appraisal of residential, commercial and industrial real estate, preparation of the assessor's annual budget, preparation of the assessor's abstract, preparation of invoices for the school districts and taxing units, review and balance of the assessor's monthly expenses, county board of equalization appeal hearings, preparation of the real estate assessment books, real estate and personal property tax books and tax statements, processing real estate deed transactions, preparation of real estate sales reports and management and operation of the assessor's office computer system and assessment software.
Campbell has completed 15 required courses and 305 credit hours of personal property assessment and real estate assessment and appraisal education through the training and certification program for appraisers in the state of Arkansas, and has held the designation of certified level four-senior appraiser since 1990.
Campbell said she has continued working as a real estate appraiser and was recently selected by Arkansas Mass Appraisal Group of Little Rock to work as the appraisal supervisor for the countywide reappraisal of Crittenden County in their Marion office.
Campbell has served on the advisory committee for Crowley's Ridge Technical Institute as a board member of the Arkansas Delta Construction Corporation, as board member and secretary of the Arkansas Delta Self-Help Construction Corporation, and board member of the Arkansas Low Income Housing Coalition. She is a graduate of Leadership Forrest City-Inaugural Class of 1994.
Campbell is a lifelong resident of St. Francis County, and a graduate of Forrest City High School. She is the daughter of James and Evelena Andrew McCullar and the late L.T. "Red" Robertson of Forrest City. She is married to Mike Campbell, an instructor at Holly Grove High School. She has one son, Bryce Vowan, a sophomore at the University of Tennessee at Martin.
