    After only 16 months on the job, Bainbridge Island Planning Director Greg Byrne announced his resignation Thursday.He will assume his new role as the city of Albany, Oregon's planning director in June.His last day with Bainbridge is May 16.

    "Greg has made important contributions to the organization and to the management team," Mayor Darlene Kordonowy in a statement announcing Byrnes resignation.

    "There's no question [the Colorado Department of Transportation] is more amenable when private money is coming in," said Greg Byrne, Fort Collins' director of community planning and environmental services.

    That's precisely what the cooperative effort between Fort Collins and Windsor is committed to find.

    The intergovernmental agreement calls for creation of a comprehensive development plan for the "corridor activity center" surrounding the interchange.

    That plan will address a number of issues within that area, including land-use regulations, environmental standards and development and maintenance of parks.Reconstruction of the interchange is at the core, however, according to Byrne.

    "It is clearly in need of work," he said."It's failing."

    The city has owned the 2.6-acre property for years, and previous city projects that were scheduled to be built there - including a performing arts center and library - ended up elsewhere, said Greg Byrne, director of community planning and environmental services.

    Last year, the city decided it was best to turn over the land to a private developer, but officials wanted to make sure it would still be residential - its intended use under a section of the city's growth plan.

    The city received eight proposals and interviewed four developers before choosing Coburn, which has experience building similar projects across the state, Byrne said.Among its projects is a residential, commercial and retail project called the Steel Yards in Boulder.Penny Flats will be Coburn's first development in Fort Collins.

    "They seemed like a really good fit for the type of project we were looking for," Byrne said.

    As Penny Flats winds through the development review process, Coburn will negotiate with city officials on the price of the land and close on the property.The city has hired an appraiser, who is assessing the price, Byrne said.

    One of the city's first undertakings with Bayer was to amend the Harmony Road Corridor Plan and city Land Use Code, allowing developers to build the project on the site, said Greg Byrne, director of community planning and environmental services.

    That undertaking involved several city departments, including traffic engineering and planning.Two heated neighborhood meetings also were held to assess residents' feelings about the project.

    The Fort Collins City Council voted 6-0 in July 2003 to amend the plan.The site is now zoned for a variety of uses, including a lifestyle center and employment.Bayer's new plan also is likely to be an appropriate use, Byrne said.Bayer will work with the city this summer to develop its new site plan.

    "The zoning has a very broad array of uses," Byrne said.

    News Release: Greg Byrne Named Community Development Director

    Greg L. Byrne has accepted the position of Community Development Director for the City of Albany, City Manager Wes Hare announced today.

    Byrne, 60, currently works as Community Development Director in Bainbridge Island, Washington, where he supervises long-range and current planning, code enforcement, building, and the harbormaster. He came to Bainbridge Island from the City of Fort Collins, Colorado, where he served as Community Planning and Environmental Services Director for more than 15 years, supervising four city departments.

    He spent more than three years with Reynolds Metals Development Company, in Tucson, Arizona, as manager of a branch office of a national real estate development company, responsible for acquisition, land planning, design, and construction management.

    Byrne worked for the City of Eugene in the mid-1980s as Downtown Development Manager.

    He holds a degree in urban and regional planning from the University of Oregon and in political science from Virginia Polytechnic Institute.

    Byrne plans to start work in Albany on June 1, 2008. He replaces Helen Burns Sharp, who retired in September 2007.

    "I'm looking forward to working in Oregon again, where my planning roots are," Byrne said.
