    Jim Burton, executive vice president of the Southern California Contractors' Association, said the city's goals are laudable but believes there are some pitfalls officials may not have considered.

    For one, forcing contractors to hire local workers could drive up prices, Burton said.Further, finding skilled labor to meet the city's requirements may be difficult if not impossible, he added.

    "You can't just walk onto a construction site and go to work,' Burton said."You are going to get hurt.'

B, which was losing public support on the night of the election, squeaked by on a 50.12% to 49.88% margin after the 90,000 provisional and late absentee ballots were counted.The late ballots account for nearly 20% of all votes cast and were a result of failures in a new, untried voting system implemented by San Diego County.According to local news reports, 36% of the precincts in San Diego County suffered some form of irregularity in the March 2nd election.

    The Southern California Contractors Association Board of Directors approved a request from Executive Vice President Jim Burton to align with the powerful American Road & Transportation Builders Association (ARTBA) as a part of the organization's effort to gain reauthorization of the federal highway program.
