In her role as a Measured Progress senior psychometrician, Dr. Burton oversees and implements scaling and equating procedures for the Maine, Massachusetts, Montana, and Nevada assessment programs, as well as the New England Common Assessment Program and the Utah Basic Skills program.
Dr. Burton is the primary psychometrician for Measured Progress standard-setting activities.
Her responsibilities include planning and materials preparation, supervising data analysis activities, training facilitators and panelists, and on-site coordination.
She has conducted standard setting for the Maine, Massachusetts, Montana, and Nevada assessment programs, as well as the Massachusetts English Proficiency Assessment, the New England Common Assessment Program, and alternate assessments in Colorado, Missouri, Montana, New Hampshire, and Rhode Island.
Dr. Burton has also developed Fortran programs for scaling, equating, item response theory analysis, and various test/item evaluation procedures.
Her other research experience includes studies related to differential item functioning, item parameter estimation, and generalizability theory.
She is currently conducting further research in standard setting.
Prior to joining Measured Progress, Dr. Burton was director of assessment for the Aurora Public Schools, Colorado, where she oversaw the development and implementation of state and district assessment programs for approximately 30,000 students.
While in Colorado, she served for three years on the executive council for a statewide group of professionals in the field of testing and measurement.
Active in American Educational Research Association, National Council on Measurement in Education, and the Psychometric Society, Dr. Burton was elected in 2007 to the Executive Committee of the AERA Large-Scale Assessment Special Interest Group (SIG), and will serve as the program chairwoman for the SIG from 2008-2010.
She also serves on AERA/NCME committees.
Dr. Burton received a Ph.D. in research and evaluation methodology from the University of Colorado, Boulder, and a Bachelor's degree in statistics and mathematics from Rutgers University, New Brunswick, NJ. Prior to pursuing her doctoral studies, Dr. Burton worked for the College Board Program at Educational Testing Service (ETS) in both administrative and statistical analysis roles.
Her teaching experience includes master's- and doctoral-level courses in measurement, statistics, and research methods at the University of Colorado's Boulder and Denver campuses.
