The first savings and benefits should come within days , according to Dave Burton , director of contracting at Robins.
We'll send out requests for proposals to the six winners by tomorrow , and those proposals will be on order , on contract , within 19 days , Burton said.So FAST is not a dream.FAST is a reality..
He estimates those savings will pump an average of $28 million into the local economy each year.About 8 percent of every dollar of base spending is local , Burton said.
Friday's announcement caps the end of a two-year struggle by the Air Force to revamp the way it buys parts , services and equipment to repair its aircraft and weapons.Aside from saving $100 million a year in taxpayer money , the Air Force maintains the program will speed up repairs to its bombers , fighters , tankers and other aircraft , the average age of which is more than two decades old.
The program also has weathered its share of attacks from critics within industry , the Pentagon and on Capitol Hill.They argue FAST will squeeze out small firms from an industry that has undergone a frenzy of mergers , buyouts and consolidation since the end of the Cold War.

Burton , who plans to retire in November , said he welcomes the scrutiny.
Many people will be looking at FAST to see how well we do , he said.My reply to them is , please do.We're proud of what we've done , and it's the right thing to do for the Air Force..

Burton said he hopes FAST will serve as a model for other military services and government agencies to improve their small-business programs.
We were told up front , don't do this , that small businesses can't compete , he said.Well , obviously they did , and can , very well.So , we hope that other agencies look at this and say , this is the way to do it.And we hope that ( the Small Business Administration ) and others espouse this..
