   Michael Burt, NetStar's business development manager, said the implementation would set the platform for future IP usage and directions in government.
   
   He said the project proves NetStar's ability to manage tight deadlines as well as the implementation of technology in a project of some magnitude.
   
   Partnering with Cisco, NetStar broke with tradition and took the role of prime contractor at the State Library. Burt said the two companies worked closely in ironing out bugs that arose in Cisco's software.
   
   "IP telephony is only as good as the network it's on, so we made sure the network platform was redundant and resilient," he said.
