But the practice is being banned by the government in an effort to spur the growth of the struggling Philippine car industry. Such imports, some legal, some not, have been fueled by strict inspection laws in markets such as Japan and Singapore , which make it hard to keep older vehicles on the road. Rather than scrap used cars, they are exported to markets where consumers can't readily afford their own new vehicles. In the Philippines , such "previously-owned" imports account for as much as 85 percent of annual car sales.
