   Robert Burstein is counsel in Wiggin and Dana's Franchise and Distribution Practice Group and is based in the Philadelphia office. His practice focuses on the business, regulatory and transactional aspects of franchising. Bob provides day-to-day business counseling and assists clients in forming, developing and modifying franchise systems, complying with regulations, drafting franchise agreements, offering circulars and related documents, and negotiating transactions.
   
   Bob received his B.S. summa cum laude in 1976 from the University of Pennsylvania, where he was a member of Beta Gamma Sigma. He received his J.D. from Columbia University School of Law in 1980 where he was a Harlan Fiske Stone Scholar each year and Financial Editor of the Columbia Journal of Transnational Law. Bob's experience before coming to Wiggin and Dana included working as in-house counsel for a major international franchise system. He is admitted to practice in Pennsylvania, Connecticut, Massachusetts and New York.

   On behalf of Wiggin and Dana's Franchise and Distribution Practice Group (and its franchise clients), Robert Burstein recently submitted a comment letter to the Federal Trade Commission in response to the proposed changes to the Franchise Rule and the FTC's request for comments. Mr. Burstein is counsel to the firm in the Conshohocken office and specializes in the area of franchise registration and disclosure. In his comment letter, Mr. Burstein raises some important questions about the new requirements imposed by the revised Franchise Rule and some ambiguities in the language of the revised Franchise Rule.
