Bob Burrows , Elysium's chief executive , said the capital cost of his company's system is half the cost of existing systems on the market. Moreover , the operating costs are significantly lower because upgrades and installations can be done without having to dispatch a technician to the customer's house. We put a lot of work into eliminating technicians , Mr. Burrows said.

Mr. Burrows said the company expects to double its R&D staff this year. iMagicTV Inc. of Saint John and others make components of systems which can do the same thing that Elysium does. In September , Cisco Systems Inc. of San Jose , Calif. , paid US$369-million for Pixstream Inc. of Waterloo , Ont. , which Cisco has since shuttered , for technology it had invented that compresses video signals for use on Internet networks. Elysium's technology does by itself what Pixstream and iMagic do together : Take a video signal , compress it and re-format it , and then send that signal out on an Internet Protocol ( IP ) network using Very High Data Rate Subsriber Line ( VDSL ) technology. In short , it uses the same technology that moves e-mail around the Internet to move television signals around. But instead of a set-top box or a cable modem , all the customer needs is a special wall unit that the customer can plug into any telephone jack. Elysium estimates these will cost about US$150 to manufacture.

This is a huge space , Mr. Burrows said. A version of Elysium's system that could be used to provide similar service to detached homes should be ready for market by 2003 , Mr. Burrows said. The service provider would be responsible for bringing the television signals or high-speed Internet service to an apartment building , where they would be plugged into what Elysium is calling a broadband service unit. The broadband service unit is a specialized computer about the size of two beer cases that would be installed in the basement of the apartment building. This unit takes the video signals and Internet traffic and routes it into the appropriate household , via the telephone system , keeping track of which customers used which services , which channels they watched and even who turned down the sound during which parts of which program. Moreover , while existing high-speed Internet services allow for high-speed transfers of data downstream from the Internet to the consumer , none offer the same high-speed data transfer rates upstream , from the consumer to the Internet. Elysium's system offers high-speed Internet access in both directions at speeds of up to 10 megabits a second. The @Home services from Rogers and Shaw offer downstream peak speeds of about three megabits a second and upstream speeds of less than a megabit a second.
