As a financial executive and management consultant in both the public and private sectors, his experience of 30 years includes securing innovative financing infrastructure needs, including water and wastewater facilities and managed "out-sourced" industrial pretreatment facilities.His expertise also includes privatization initiatives for such facilities, international business development, acquisitions and mergers and joint ventures for multi-national corporations in the United States and abroad.For six years, Mr. Burrows was Controller and Chief Financial Officer for Anne Arundel County, Maryland, a major jurisdiction with an operating budget of $800 million and a capital improvement budget of $150 million.Mr. Burrows earned a B.S. in Finance from Bentley College in Waltham, MA and an M.B.A. from the University of Massachusetts.He served as an adjunct faculty member in the Graduate School of Business, University of Massachusetts Dartmouth Campus.
