    Rear Admiral (Select) Jerry K. BurroughsRear Admiral (Select) Burroughs is a 1981 graduate of North Carolina State University with a degree in mechanical engineering.He received his commission from Officer Candidate School in 1982.Additionally, Rear Adm. (Sel.) Burroughs received a Master of Science Degree in National Resource Strategy from the Industrial College of the Armed Forces at National Defense University.

    Prior to command, his sea tours included serving in USS Nathan Hale (SSBN 623) (Blue), USS Honolulu (SSN718), and USS Finback (SSN 670).Ashore he served at the Nuclear Power Training Unit, Ballston Spa, N.Y., CINCLANTFLT Nuclear Propulsion Examining Board in Norfolk, and on staff of the Assistant Secretary of the Navy (Financial Management and Comptroller) in Washington.

    In December 1999, Rear Adm. (Sel.) Burroughs assumed command of USS Albuquerque (SSN 706) where he served until June 2002.Under his command, Albuquerque excelled in various operations, including a South Atlantic deployment, before commencing a highly successful engineered refueling overhaul.

    Since joining the Acquisition Professional Corps in 2002, he served as assistant program manager for Unmanned Undersea Vehicles (PMS 403) and as a program manager at the Defense Advanced Research Projects Agency (DARPA).His present assignment is major program manager for the SOF Undersea Mobility Program, (PMS 399).

    Rear Adm. (Sel.) Burroughs was selected for flag rank in April, 2008.His personal decorations include the Legion of Merit, the Meritorious Service Medal (four awards), the Navy Commendation Medal (four awards) and the Navy Achievement Medal (five awards).

    The electrical actuator initiative in the Tango Bravo program has the greatest potential to provide submarine construction cost savings when compared to other projects, according to the Navy Tango Bravo program manager Capt. Jerry Burroughs.

    Burroughs made the comments on Tango Bravo technology during his presentation at an American Society of Naval Engineers conference May 2 in Arlington, VA.

    Electrical actuators are being developed quickly and will realize their cost savings potential faster than the other two Tango Bravo technologies -- external weapons launch and shaftless propulsion -- according to Burroughs.

    "That technology is maturing quickly and if you look at what you have to do to a submarine to incorporate that technology, it is much less than what you have to do to incorporate say external weapons or shaftless propulsion," he said.

    Edsen speculated that Burroughs said electrical actuators have the greatest cost savings potential of any Tango Bravo technology because the new actuators could be implemented in the near future.
