    According to Jenny Burroughs, a professor in the School of Social Work at Radford University and Coordinator of RU's Title IV-E Child Welfare Programs, today's problems stem from the fact that many Americans are too proud to ask for help, even when the resources may be available to help them. "There is a stigma placed on those who are unable to provide for their families adequately," says Burroughs. "In some situations families who need help may not qualify for the services available to meet their needs because they do not meet the eligibility guidelines. Parents try to meet their children's needs, they work, put their child in daycare, feed, clothe, and shelter them and many times on very low salaries with few if any benefits."

    Through the IV-E program RU is in the process of establishing a Child Advocacy Center. These centers exist throughout the nation and provide a safe, child-friendly environment for families and children involved in child sexual abuse and severe physical abuse cases, which may be criminally prosecuted. In the centers a trained forensic professional interviews the child; the interview is videotaped so the child does not have to repeat their story numerous times.

    As a child welfare advocate, Burroughs says children have the right to affection, love and understanding, nutrition and medical care, protection against forms of cruelty, neglect and exploitation, education and equal opportunity for play and recreation, a name and nationality, special care if handicapped, to be among the first to receive relief in disaster, to learn to be useful members of society and develop individual ability, to be brought up in spirit of universal peace and brotherhood, and to enjoy these rights regardless of race, color, sex, religion or national or social origin.

    The best place for a child to be is with his/her family, says Burroughs, and there are services available to help that happen and provide support. She recommends these tips to deal with child's rights violations:

    • If a child feels his/her rights are being violated, they need to know that they should contact an adult other than the one who is harming them. Parents, educators and other adults are responsible for making sure children are aware of their rights and that they can turn to other adults when they are violated.

    • If an adult suspects a child is being harmed or their rights are being violated, either at school, at home or in daycare, they should go to their local Social Services Agency who will then determine if an investigation is necessary. Social Services has the ability to investigate households as well as educational institutions and daycare establishments, whether home-based or commercial. According to CPS reports almost 55 percent of child abuse and neglect reports in 1999 were received from professionals while the other 45 percent were submitted by nonprofessionals, including family and community members.
