   Principal Kevin Burr, a 1999 Milken Educator from Kansas, helps at-risk students at Garden City High School in Garden City, one of the state's most ethnically diverse schools, overcome their challenges. He implemented an intensive ninth-grade recovery program that has reduced the dropout rate and helped create the school's technology-based Visual Works Reading Program. Mr. Burr also developed a partnership program between local businesses and Garden City High's vocational Centers of Excellence that offers students a curriculum focused on a chosen professional field, internships, and, in many cases, guaranteed employment. Mr. Burr's efforts have produced dramatic increases in student test scores and the school has become a state and national model of success.
