    William F. Burns was born in Scranton, PA on June 23, 1932. He moved to Philadelphia when his father accepted an editorial position on the Philadelphia Record. Bill won a full academic scholarship to La Salle High School where he served as Student Council President and editor of the Wisterian.

    He went on to study at La Salle College where he decided to become a cadet in the ROTC program and subsequently follow a career in the United States Army. He eventually rose to serve at the side of presidents as his nation's top military advisor, negotiator and policy shaper in matters pertaining to arms control and disarmament. His duties brought him to Vietnam, Russia, Germany, China, Japan, Switzerland and many other parts of the world.

    In 1988, Bill retired as a Major General to accept appointment as the ninth director of the U.S. Arms Control and Disarmament Agency. In March, 1993, he retired from government service and is currently president of the Army War College Foundation. He also serves on the Board of Trustees of La Salle University and the Advisory Council of the Woodrow Wilson School, Princeton University.
